Yes, you do need a visa. According to recent experiences, Chinese authorities have stopped issuing Shenzhen VOA on the border crossings for Malaysian citizens. In case that you have in your passport a visa that has been issued by Chinese diplomatic mission before, then your chances to get Shenzhen VOA are quite high. Also, it is highly advisable that you report that you will stay in Shenzhen for at least for one overnight and have booking accommodation confirmation with you in hard copy.
