US citizen looking to get China Visa while vacationing in the EU

My wife and I mistakenly neglected to get a Chinese visa before leaving the USA for Europe for some vacation. We'd like to fly from Budapest to Beijing. As US citizens, is it possible for us to get a visa while we're in Budapest? Thanks!

I'm afraid you may not apply from there, because your residency permit is required for submission while you don't have one.
