Filipino national traveling to Japan through Beijing

I wanna confirm before booking will be made. So I have a 9-hour layover in Beijing, would that qualify me for the 24-hour visa-free? Am I allowed to stroll around the city out of the airport even just for a short while? Thank you.

Hi, you are eligible for 24-hour visa-free transit. If your 9-hour layover is at night and you apply for a temporary stay permit, you can leave the airport.
