Do I need transit visa for 4 hrs connecting in Qingdao?

I'm Indonesian passport holder and will fly from Jakarta to Los Angeles, by Xiamen Air.
This include 4:20 connecting flight. The local Xiamen officer inform that I must apply for visa since according to her when I change the aircraft, I will pass immigration check. This information is confusing. Please share the update condition.
