do i need transit visa for 4 hrs connecting in qingdao?

I'm Indonesian passport holder and will fly from Jakarta to Los Angeles, by Xiamen Air.This include 4:20 connecting flight. The local Xiamen officer inform that I must apply for visa since according to her when I change the aircraft, I will pass immigration check. This information is confusing. Please share the update condition.

Generally, if you stay in mainland China less than 24 hours, no visa is needed? Do you stay in other cities and the transit time is more than 24 hours?
