About:24-Hour Visa-Free Transit

Do I have to collect luggage at PVG when transiting?

I am flying from MEL to SFO, via PVG with a 6 hour layover (Australian passport). I would like to leave the airport for a couple of hours, take the Maglev to Longyang Road and back. I intend to apply for a 24 hour TWOV. Can I check my bags from MEL through to SFO or MUST I collect them at PVG?

Thank you Zupan,

I am on a single ticket with China Eastern with a six hour stop one way and 15 hour stop coming back. On the return portion, I am intending to visit a business in Shanghai and will arrange that company to provide a letter outlining the hosting arrangement.

Most important to me is to not have to spend 15 hours in the airport.

Your route qualifies for transit without visa, but that is not a guarantee that you will be allowed to leave the airport. For example, people with Turkey stamps in their passport are recently being allowed to transit but not enter China.

When we talk about the luggage, everything depends on the type of your ticket. In case that you have bought your flight itinerary as a through ticket, maybe on China Eastern, your luggage will be checked all the way to San Francisco. Alternatively, your flight itinerary could be on separate tickets and in this case you will have to collect your luggage and perform entirely new check-in process. Somewhat I assume that you have bought through ticket on China Eastern.

So, in the case that you have to perform new check in, you will be almost certainly granted entry permit that will allow you to exit transit (airside) zone and after you perform check in and get rid of your luggage you are free to use Maglev and enjoy a couple of hours in the city. Quite the opposite may happen in case that you and your luggage travel on through ticket. In this case, you will have to apply for 24 hours free entry permit and hope that an immigration official will grant you one because it is entirely upon her/his discretion.

Will a letter from a local business I am visiting (written in Mandarin) assist me?

It is probably easier to get a multiple entry visa in which case, will I be able to check my bags through to SFO or do I need to collect them in Shanghai when leaving the airport?

John, just rely on 24 hours visa free transit and you will be fine. A letter from a local business will be a nice and useful addition.
