About:Visa on Arrival

Hi, My colleague is arriving on Hong Kong International Airport

And also flying back from this airport is this working if he requests a Shenzhen VOA?

In case that I have understood you properly, your colleague is arriving at Hong Kong airport, but you did not mention from where and where he will be flying from there. Also, you did not mention the citizenship of your friend.

By the way, assuming that your friend is Autsralian and that he travel from any country to Hong Kong and after that from Hong Kong to any country, he does not need any kind of visa or visa free transit because Hong Kong has separate immigration policy from the mainland China, i.e. he can travel to Hong Kong in te same way as he would be traveling to Japan or South Korea.
