About:Visa on Arrival

Do Singapore passport holder need to pay for the Visa fee

or is Visa-free when traveling from HK to Shenzhen by MTR

You really don't have to bother with any kind of visa because as a Singaporean citizen you are allowed to enter and to stay in China visa free for 15 days.
