Visa as Bulgarian

Does the above-mentioned means that if I'm Bulgarian and I am applying for Chinese VISA in the UK I would not pay anything?

Dear, it's necessary to apply for Chinese visa through the CVASC if you are in the UK. This means even though the visa itself is free, you need to pay the service fee, which is 66 pounds.
