About:240-Hour Visa-Free Transit

To confirm the route for 144-hour transit visa for Portugal nationality

Traveller is leaving from 7/5/19 Singapore to Beijing; 10/5/19 Beijing to Tokyo; 16/5/19 Tokyo to Singapore. Please help to confirm he is eligible to apply for this 144-hr transit visa. Thank you very much.
