what if i don't do this in 24 hours, what will happen

"Within 24 hours of arrival on one of these visas you should try to ensure that your organisation (usually someone from its Foreign Affairs Office) creates an appointment to take you to the police station for the area you will be living in to register you as a resident in their area - this is a legal requirement."

I am in China with a Q1, and does not work under an organisation. Someone told me that if I don't do this in 24 hours, I will be fined 500rmb per day. Is it true?

There is a penalty for not registering within 24 hours but the amount is set by individual municipalities. This can be easily avoided by checking into a hotel.
