[Thai passport] Am I eligible for VOA at Shekou port ?

I'm visiting my cousin in shenzhen on April 25th, and I would like to apply VOA at shekou port.
I'm checking on internet, most of the Thai citizen were getting their VOA at Lo Wu port, I found no one have tried at shekou port yet. So a bit worried.

Can I applied VOA at shekou port?
