About:24-Hour Visa-Free Transit

Do i need a China 24-hour Visa if I just stay inside the airport but my luggage need claimed?

I am Vietnamese. I need to transit at Beijing airport for over 5 hours with luggage claim before continue flying to Russia. Do i need a China 24-hour twov? And can i apply for it at the airport?

You don't need a visa as you can use 24h twov for the transit in Beijing. You are allowed to leave the airport.
