About:Transfer in T3 of Beijing Capital Airport

transit at terminal 3 Beijing Capital Airport

i am boarding at TPE international with ci & transit for 3 hours at PEK where i fly with ly to tlv - holding Israeli passport with out a Chinese visa. if i cannot tag my luggage from tpe to tlv & need to take out at terminal 3 in pek - do i need a transit visa & should i get it at terminal 3 where i will board on elal to tlv?

Yes, you can enjoy the 24 hours visa free policy because your stopover is only 3 hours. For the international to international transfer, if the two airlines have luggage check through service, then you don't need to recheck the luggage. You can apply for the transit visa when you arriving at the airport.

if I will need to see my luggage for security reasons althouth it has been tagged in TPE all the to TLV - do I still need a transit visa & go through Innigration & customs or can stay w/o a visa in the transit hall?

No, you don't need to recollect the luggage for security reasons.
In addition, you don't need a visa. If you want to leave the transit area, you need to apply for the Stay Permit when you arriving at the airport.
