I have been invited by Shanghai University for a conference

I have been invited (with an invitation letter) to attend a conference in Shanghai University between 25-25 April 2019.
Transportation cost will be covered by the organizers.
Do you think if i begin aplication on 1 of April, i can get the visa between the conference date?
