About:24-Hour Visa-Free Transit

HK to Zhuhai city via Ferry then back to HK same day

Hi,
We fly from New Zealand to HK, then take the ferry from Skypier at HK Airport to Zhuhai city, and return the same day. We then fly on to Taiwan the following day.
Are we eligible for 24-hour TWOV ?

No. That is not transit and the Zhuhai visa on arrival is not issued at ports of entry other than Gongbei.
