As I know, if you enter mainland China under R type, you don't need to apply residence permit.

You can apply for residence permit but you will need to prove that you have a place of residence and property rental contract. If you don’t have a work permit as a proof, your residency permit will expire sooner (6 months) compared to 1 year or 2 years depending on local conditions. If you are just in China for meetings or short term stay, then you don’t need to apply for residence permit at all as a R visa holder.
