About:24-Hour Visa-Free Transit

Filipino Citizen, eligible for the 24-hour transit without visa

I'm living in the Philippines and planning to go to Dubai via China Easter airline. Outbound itinerary is Cebu-Taipe-Dubai (No long lay-over) but Inbound itinerary will be Dubai-Taipei (14 hours lay-over)-Philippines. Am I eligible to apply for the 24 hour TWOV?

Are you stopping in Taipei, Shanghai or both? China Eastern does not fly from Taipei to Dubai.
