Japan (country A) > Shanghai > Hong Kong (country B) cruise allows up to 144 hour transit without visa in Shanghai. The 15 day visa free cruise exemption is for those who are on a ship that makes multiple mainland china port stops before continuing to the third country. Hong Kong is Special Administrative Region and is treated as a third country from mainland china
