About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

Does a 'transit' stop disqualify me for the Beijing Visa free program?

My propose travel:
Inbound: Rome - PEK direct.
Outbound: PEK - Sydney with 2 hour transit stop in Shanghai. The flight number does not change and I do not leave the transit area of the airport.
Does this transit stop disqualify me for the PEK visa free program. i.e.must the flight from PEK be non-stop to a foreign country?

Flight from PEK must be non stop to the third country or you are limited to 24 hour direct transit in China. Even though it's the same flight number the PEK to Shanghai part is a domestic flight which you cannot do on a TWOV in PEK
