About:24-Hour Visa-Free Transit

I am Indian citizen going to USA and enroute I have layover of 15 hours at Guangzhou. Am I eligible

24h Transit Visa in Guangzou Airport
I am Indian citizen alongwith my wife and doughtet going to USA and enroute at Guangzhou airpory is 15 hours layover travelling with China Southeren airlines. Can he benefit from the 24-hour free transit and see the city?
