Canadian travelling from Singapore to Osaka - TWOV Eligibilty

I will be travelling from Singapore to Osaka, but stopping over in Shenzhen for 9.5 hours. During my layover, I will like to leave the airport and explore the city. Am I eligible to obtain the 24 hour TWOV stamp?
