Can I get Visa at the China Consulate in Toronto?

I have a German Passport, I live in Switzerland, I work in Canada and have a Canadian work permit since Jan 1, 2019, I am in the process to move from Switzerland to Canada.

I plan to visit our company close to Shanghai from March 26 to 31. This is business trip.

Can I get Visa at the China Consulate in Toronto?
