Mexican traveling to Shenzhen

Dear Community,
Do you know If I can Apply to the SZ visa as a Mexican passport holder?

I can't find any info,

No, you cannot. You need to apply for the China visa in advance in your country.

The SZ VOA only apply to SZ area. You cannot go to Guangzhou.
