Applying with a one-way flight to China

My plan is to take the train to Mongolia, but trains can't be booked very far in advance. I want to apply early enough that I'm not cutting it close -- can I still apply even though I only have the one-way flight?

Usually, the round trip air tickets are required, but you don't have to pay that before you get the visa. You are advised to provide the booking record of the round trip tickets.
