Can the San Francisco Chinese Embassy issue Visa's residents from US states outside California

For example, can my family from New Jersey, Indiana, and Alaska apply for their tourist (L)'s to China while visiting here in California?

If you live in New Jersey, you are supposed to make the application from the consulate general in New York.
