Does Filipino Passport Holders Require a Transit Visa for 21-hours.

My fiancée (Citizen of Philippines) and I (British citizen) wish to buy tickets for Sichuan Airlines flight Cebu – SZX – CTU – TLV:

We are informed that at SZX: a transit wait of 17 hours 40 minutes , then again at CTU: a transit wait of 3 hours 10 minutes. Which is a total transit time of 20 hours 40 minutes. Does less than 24-hours, does it need a No transit Visa? filipino passport holder
