You cannot get a transit visa on arrival at Beijing airport. You may qualify for 144 hours transit without visa but this always requires a confirmed onward ticket. If you are going to DPRK by air, you will need to show your confirmed air ticket and DPRK visa at your origin or else your carrier to China will deny boarding. The train to/from DPRK always requires a Chinese visa.
