About:24-Hour Visa-Free Transit

PVG Transit Time

Would I be allowed to roam around Shanghai (The Bund) if I have a 5-hour layover in PVG? I will be riding Maglev to lessen the transpo time.

You can try, but it's unlikely you will be granted the temporary entry permit at Shanghai with such a short connection.
