Staying in Nanchang but will fly to Haikou first then fly to Nanchang

Hi,
My ultimate destination is NanChang, but I am planing to fly to HaiKou from Melbourne and then fly to Nanchang. Can I get VOA at Haikou Airport ? thank you :)
