Why is Chinese New Year being held at the same time as the New Year of Mongolia?

Maybe it is the same Buddhism?

Not really. In fact, the Chinese New Year is based on the Chinese lunar calendar and Mongolia New Year is just based on the Tibetan Calendar. They are different. It's just a coincidence that they held at the same day in 2018 and 2019. In other time, they are not on the same day.
