About:72-Hour Visa-Free Transit

I have 24hrs layover in shanghai, Filipino passport and only allowed 24hrs TWoV. I was thinking to apply for G (transit) just for peace of mind, just in case my flight changed for last minute and added extra hours for layover. I have confirmed tickets. I there a chance that they will deny application?
i meant, is there a chance that they will deny my application? thanks
