About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

Traveling to Hong Kong then Beijing

Do I get the 144 hour pass if I am going from San Francisco to Hong Kong to Beijing and back to Hong Kong?

No, you need a visa. You're not in transit at Beijing.
