Is Taiwan considered a 3rd country?

Itinerary looks like this-
Washington DC - Shanghai (2nights)
Shanghai - Taiwan (3 nights)
Taiwan to Tokyo (2 nights)
Tokyo to Washington DC

Does the 72 hour China transit visa apply here? I have a US passport.

Yes, you qualify for the 144h free transit in Shanghai. No need to apply for visa.
