About:24-Hour Visa-Free Transit

22-hour layover, do we qualify for a TWOV?

I’m traveling from US VIA SHANGHAI to PHILIPPINES. Not exiting the airport on our layover but on our return flight, we have a 22 hour layover in Shanghai. Do we apply for a TWOV so we can exit the airport and do some sightseeing/shopping? We booked a hotel for our overnight stay.

Yes, you qualify for a TWOV in Shanghai, and maybe you are allowed to leave the airport.
