About:24-Hour Visa-Free Transit

Us citizen from Saigon to onward to US need visa to visit Shanghai for 16 hr layover?

Family of 6 returning to US would like to visit Chinese city during 16 hr. Layover. Possible without visa?

Its up to immigration discretion if they will let you leave the airport. For best odds of being allowed to enter is to have a hotel reservation for the night.
