About:72-Hour Visa-Free Transit

Can I leave the airport during 24-hour transit and get on arrival visa? (Indian citizen)

I was able to do it a while back in 2017, but I heard that rules have changed. I'll be flying in from LAX, layover in Shanghai for 20 hours, and then an outgoing flight to DEL.

24 hour transit without Visa is still allowed. Whether you can leave airport is up to immigration. You might be allowed if you have hotel reservation.
