seaman entry visa for join ship

Hi,I am a Bangladeshi seaman.Before many times I got china visa for joining Chinese company ship.Recently I try to join ship again.But I am facing some problem for getting visa...now what r the requirements for china entry permit?

If you apply for tourist L type, you need to provide a filled-out application form affixed with a passport-style photo, your passport and its photocopy, bank statement, travel itinerary, and an invitation letter from a Chinese travel agency, round trip air tickets and hotel reservation.

I am also Bangladeshi seafarer and facing problem to join vessel in China. Agency was refused to issue LOI.I really don't know what's the reason behind refusal. What I heard, China government issues LOI only for some particular agency there not all. I am not sure about this but that's what agent in Bangladesh told me.
