144-hour visa-free transit for seaman

Dear Sir / Madam, good day,please advise if seaman is eligible for 144-hour visa free transit for sign-on of his vessel at Qingdao,if he will commence his trip to Qingdao from EU by airplane & will leave Qingdao within 144-hour on his ship, he signed-on, via Qingdao international seaport.Thanks in advance.

No, unfortunately, this is not possible. 144 hour visa free transit is only available to those who travel on a confirmed tickets and a seaman does not have a ticket that will show where he will go after he boards the ship. He has just a contract of employment. Also, beside Qingdao airport, the only eligible port of exit/entry is Qingdao Cruise Port and the seaman boards a merchant vessel that is not in Qingdao Cruise Port. I'm sorry to say that the agency will have to obtain a visa for a seaman to perform this journey or to change a port of his embarkation outside of mainland China.
