why is the mct longer for d-i at beijing capital airport?

Why do you need about one hour longer for domestic to international than for the others? And what is included in this time? Is it from arrival of one flight to departure of the next? Does it include check in and luggage claim? Thank you very much!

It includes Flight Arrival, Transfer Procedures, Border Inspection, Security Check, Custom Inspection and Waiting & Boarding. And it is from the arrival of one flight to departure of the next. And it includes check in and luggage claim.
