About:24-Hour Visa-Free Transit

If I already stay in the hotel in Beijing for 3 nights

and decided to stay another hotel in Shanghai, can I re-register through the police station within 24 hours on a arrival?

No. You cannot go to Shanghai when enjoying the free transit in Beijing.
