Group of 50 flying to SHA overnighting with city tour

Group of 50 flying to SHA from MNL overnighting with city tour then Cruising from Shanghai onward to Hong Kong. All US passport holders. 144 hour twov apply?

We contacted Philippibe Airlines, they are not aware of the 144 twov, will they deny our boarding in Manila?
Is Manila ok to travel from? All US passports
