Is there any customs and duties charge?

If I'm in china was to send something, a graphic tablet to another country, is there any restrictions for it or pay the customs/taxes to export it? And can this service (international) pay the custom and duties in the destination country or no? And is custom broker needed in the destination country?

Generally, you need pay the duties in destination country so you need to learn the custom and duties in Malaysia.

If I was the receiver and was need to pay the custom and taxes as the sender didn't pay for the destination country, is it possible for me to pay cash for taxes when they delivered it to my house?

Well, it's hard to say. Sometimes you need to pay for it when they deliver to your house, but sometimes you need to go to customs to pay the tax.
