About:72-Hour Visa-Free Transit

Hong Kong via Shanghai

I am traveling from SINGAPORE to Hong Kong via
Shanghai and would like to stay in Shanghai for 72 hours. Can I use the 72 hour twov if my onward flight is to Hong Kong rather than a 3rd country?
