About:Visa on Arrival

Is Spanish passport holder travel from HK to shenzhen eligible to aply VOA?

Hi, my name is Mar, an I am a Travel agencer. I have a customer who must travel tomorrow to SZ from Hong Kong. Are he eligible to apply a VOA?
