About:Tax Refund

In a few weeks, I'm going to fly via Beijing. I will stay at the airport for a few hours.

I decided to buy one of those iPhones Xs or Xr with dual sim since they are available only in Asia. And here is my question, is there an apple store at the airport and can I claim 9% of tax if I will only stay at the airport?
