About:Chinese Embassies and Consulates

"L" visa (tourist) or "G" (transit) visa

If I'm traveling from Los Angeles to Beijing, staying in Beijing for 4 days, then from Beijing to Manila (Philippines), stay in Manila for 1.5 weeks, then from Manila back to Beijing (airport only), and finally from Beijing back to Los Angeles, should I apply for the "L"? Or the "G" transit?

You don't need to apply for visa because you qualify for the free transit in Beijing twice in both directions.

But who will determine if the passenger qualifies for the free transit? Does this happen when the passenger arrives in Beijing? And what if they determine the passenger doesn't qualify? The passenger never applied for a visa, and is now out of luck?
