About:72-Hour Visa-Free Transit

EWR (USA) -> NRT (Japan) [2 hr layover] -> CTU (China) [36-hour stay] -> EWR (USA)

For this itinerary, can I qualify for the 72-hr twov? Is it okay if I am only in Japan for 2 hours, or do they still count USA as my departure country?

You are seen as coming from Japan. But if your CTU-EWR flight also stops in Japan then that is not a transit and you would need a visa or different flights.
