About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

Can i go from Hong Kong to Beijing and back (and then onwards) and qualify for the 144 hours waiver?

No, because Hong Kong-Beijing-Hong Kong obviously isn't a transit of China.
