Hi, my train arrives to Huangshan NORTH station at 13:30.

Will I make it on time to the last Yungu cable car at 16:30 (on my way to BeiHai Hotel)?

Yes, you can. Don't worry about this. Here are two ways.
First, there are only two buses from the north station to Yungu Temple. You said you get to the north station at 13:30 and you can try your best to catch the last bus at 14:00.

If you cannot catch the direct bus, you can choose to take the bus at north station to Tangkou, with duration of about 50 – 60 minutes; and then take the bus at Tangkou to Yungu Temple, taking about 20 – 30 minutes. So it is enough for you to catch the cable car at 16:30.
