11 hours in pudong airport shanghai

Hello,I'm holding Thai Passport and have a flight from Bangkok to Chicago with 11 hours layover time in Pudong airport (Shanghai). Is it possible to leave the airport for checking in at the hotel nearby during layover? If so, how can I apply for 24-hour TWOV? Thank you.

Apply for 24-hour visa-free entry permit in 4 steps: Fill an Arrival/Departure Card at the border inspection counter; Get the temporary entry permit stamp or sticker; Claim the luggage (if needed); Go through the customs. If you have hotel reservation, maybe you can leave the airport then.
